Hi there
I'm very sorry you are struggling to checkout code from our Api. My guess is that cvs is struggling over the distance involved from PRC to the UK. Which parts of our cvs do you need? If you want access to the Apis then we host a nightly tarball of the latest release at
ftp://ftp.ensembl.org/pub/ensembl-api.tar.gz
I've never tried to access our cvs from China. Maybe there are other people on this list who have and are better suited to helping you out
