Hello,
I have not seen this error before, I'm afraid.
I'd try deleting the cache, re-downloading it, and re-running the convert
script.
You will need to delete $HOME/.vep/homo_sapiens/80_GRCh38
Assuming that you are using Human and GRCh38...
