[ensembl-dev] changes in get_all_dblinks info

Hi Stef
For release 63, the description was moved to the display_id as the  
numbers that were there in the display_id column in previous releases  
were confusing. We realize that the description should have also  
remained in the description column and we will rectify this for  
release 64. Apologies for any inconvenience caused.
