Hi Tarik, 

Thank you for the query. Yes - the changes will be available through the REST API for 115. 

While Clinvar updates monthly <https://www.ncbi.nlm.nih.gov/clinvar/docs/faq/>, schema changes are very infrequent. 

The monthly Clinvar update file is frozen during Ensembl’s production process, and the version used in the Ensembl release is listed here:

https://www.ensembl.org/info/genome/variation/species/sources_documentation.html
