[ensembl-dev] Ensembl release 111 only partially published

Good morning, 

Ensembl 111 is supposed to be released very soon, surely this week. The
reason the regulation have been published earlier is because some
collaborators needed those data before the end of the year. 

Unfortunately, this is something which might happen again in the
future, specifically for the regulation datasets. 

I'd advise to change slightly your pipeline/software to check if the
subdirectories you particularly expect are available, and not only the
top level one `release-XXX`.
