Not as far as I know - this would require additional resources that have not been allocated.

The updates are announced on this list and on our blog - for example we sent out an email on 31 July stating that release 82 was due out on 28 September. In the event it was delayed until 30 September owing to issues with biomart, but we aim to release within a week of the announced date. 

Note that the REST site has no archives, but the REST endpoints should be a lot more stable than the Perl API, requiring fewer updates.

No - we release the updated grch37 site about a week after the main site. Since we don’t have any staff dedicated to this site, we can’t do both at once :)
