Hi Igo,

The VEP endpoints should get you most of the information you are looking
for:

http://rest.ensembl.org/documentation/info/vep_region_get

An example:

http://rest.ensembl.org/vep/human/region/1:230710048-230710048/G?content-type=application/json

Note that we do not currently have frequency data from the ExAC project.
