Hi Nikolas,

There is nothing in the core code that I can think of; regulatory features
can be reported on a cell-type basis (see
http://www.ensembl.org/info/docs/tools/vep/script/vep_options.html#opt_cell_type),
but I don't think this is what you're after.

You may find something of use in the VAX suite of plugins, see
https://github.com/myourshaw/vax and
