[ensembl-dev] Docker container for EnsEMBL development...

Dear Steffen,

Thanks for the advice. I may well use the packages instead... in fact, I
think MySQL installs them as dependencies anyway? I was actually
considering using the MariaDB client instead, because Oracle are evil ;)
This caused some issues with the DBI::mysql build, however that I need to
investigate some more.

With regards BioPerl - I think I need to check out versions 1.6.1 actually,
as EnsEMBL doesn't gaurantee compatibility with newer versions... will
amend that later.
