[ensembl-dev] Running EnsEMBL under a sub-directory

Hi Ben,

I don't think running Ensembl at a non-root location is supported - we 
tried to do the same last year but were not successful.

IIRC, the main problem was that Ensembl assumes it's running at root 
when generating URLs for internal links and in the JavaScript.
