[ensembl-dev] VEP feature request - different plugin and cache folder locations

That one is always the latest branch.

Head is our "bleeding-edge" code that gets branched every Ensembl release -
you should only use head if you know what you're doing, or in the case of
the forking stuff, if I tell you to :-)
