[ensembl-dev] VEP installation fails Bio::DB::IndexedBase Runner and Stats tests

I'm trying to install the latest VEP on a Red Hat 7.3 linux box with perl
5.24.0. I fail two tests (Runner and Stats). Can I safely ignore these with
--NO_TEST?
