[ensembl-dev] change to Ensembl Genomes MySQL server

The Ensembl Genomes public MySQL server is now available using the host 
mysql-eg-publicsql.ebi.ac.uk, port 4157 (user anonymous). Scripts etc 
should be changed to use this host. mysql.ebi.ac.uk port 4157 will be 
redirected to this new server shortly, and will continue to work for the 
current release before being retired in October this year.
