[ensembl-dev] Should sharing work if Ensembl logins are disabled?

Hi,

For the VectorBase Ensembl browser we don't allow user logins 
($SiteDefs::ENSEMBL_LOGINS = 0) and we don't have any <species>_userdata 
dbs. I'm upgrading to E70 webcode but I can't get the sharing to work - 
I get errors about missing userdata dbs.

Are user logins a prerequisite for sharing? or maybe we still need the 
userdata dbs even if we don't have user logins enabled?
