[ensembl-dev] Perl Script

Is there a Perl script available that can be used to get the Condel results for a VCF/tab delimited file
I know the Variant effect predictor has the perl Package to calculate this value.
Just wanted to get check if the code is available to get this values  just like the "variant_effect_predictor.pl" that takes the file as input and generates the values
