I bet you did the same thing I did and use a command line utility (wget and the like) to download that URL?  Your shell will split the URL at the & and download 

> http://cvs.sanger.ac.uk/cgi-bin/viewvc.cgi/ensembl.tar.gz?root=ensembl

..which will give you the head revision rather than the v60 branch.

If you put quotes round the URL it will work properly.
