[ensembl-dev] Error - Ensembl Local Install

Hi,
    I installed Ensembl software and when i run it

/home/ensembl/local/apache2/bin/httpd -d  /home/ensembl/local/ensembl/


ERROR: ENSEMBL_PLUGINS not populated

includeSiteDefs.pl line 22

Could you let me know what I should do to fix it?
